Controversial Coal Project Approved

There's a new project approved in Alberta to explore the east side of the Rockies for coal. This is not to say that a full out mine would necessarily be in the future, but why explore it then? In this day and age of environmental stewardship, and economic threats from our southern neighbours, what is the right balance of economic development and environmental protectionism?
